Monitoring of Non-Conformities

The monitoring and surveillance of E&S non-conformities are conducted both internally by the companies and externally by the MOER and the AMO E&S. The MOER team performs daily HSE monitoring of the construction site and issues observation reports to the companies containing identified anomalies, which the companies then correct.

The AMO E&S team conducts quarterly inspection visits. For this purpose, a standardized E&S monitoring sheet applicable to all participating companies has been established in advance. The development of this sheet is based on: (i) local legislative and regulatory requirements regarding E&S applicable to construction sites, (ii) mitigation measures for negative impacts proposed in the EIES and PGES, (iii) contractual requirements from the construction contracts, (iv) requirements from the funding agency, and (v) the current health context related to COVID-19.

Following each inspection visit conducted by the AMO E&S team, the team:

  • Prepares E&S monitoring sheets (for the number of companies visited), focusing on the implementation of E&S measures, information/awareness actions taken for stakeholders, and recorded complaints.
  • Communicates the E&S monitoring sheet to the MOER, which in turn provides it to the relevant company to address any identified anomalies.

Once the E&S monitoring sheet is transmitted to the concerned company, it must take necessary measures to rectify the various non-conformities identified during the AMO E&S visit and noted on the monitoring sheet. The MOER will monitor the progress of addressing the identified non-conformities on a daily basis. The AMO E&S team will also follow up during subsequent E&S visits.
